摘要
为了全面准确识别石油石化企业重大安全风险,研发石油石化企业重大安全生产风险评估技术。建立石油石化企业安全生产重大风险判别标准,确定重大风险识别和评估流程;采用定量计算方法,确定典型事故影响范围,根据影响范围内敏感目标分布情况,建立19类生产装置/设施后果严重性等级分级标准。确定不同生产装置/设施隐患排查要点,建立10类生产装置/设施可能性分级标准。以某油库为例,介绍技术应用方法。该技术可为中国石油石化各企业开展准确的重大风险识别和控制工作提供支持。
A risk assessment technology was developed in order to accurately identify the major safety risks for petroleum and petrochemical enterprises. The criteria and the process for distinguishing major risks during production was established. Quantitative calculation method was used to determine the impact range of accidents, and to build grading standards for the consequence severity of 19 types of production units/facilities according to the distribution of sensitive targets within the impact range. Key points in potential trouble investigation were laid out and the grading standards for the probability of 10 types of production units/facilities were established. An oil depot was used as an example for the application of this technology. It could provide support forthe accurate major risk identification and control work for all petroleum and petrochemical enterprises.
