Risk Based Process Safety Management Assessment Method for Production Units

针对目前国内外管理审核/评估中抽样方法的局限性,开发了基于风险的装置过程安全管理评估方法。该方法是在装置重大事故情景识别的基础上,识别事故致因因素和关键控制措施,进而使用管理评估检查表逐项评估装置风险控制措施有效性,可确保发现装置关键保护层的管理缺陷,预防重大事故。

In view of the limitation of currentsampling method indomestic and overseasafety management assessment, a risk based process safety management assessment method was developed. The method was based on the identification of major equipment accident scenariosto identify the accident causing factors and the key control measures. Safety management assessment checklist was used to evaluate the effectiveness of risk control measures. The method was able toidentify the management defects in the key protection layer of the production unit, and to prevent major accidents.
