公共价值视角下我国分级诊疗服务价值取向

Research on the value orientation of hierarchical diagnosis and treatment service based on public value theory

在阐述公共价值内涵及其理论主张的基础上,剖析分级诊疗在服务过程、服务结果、信任与合法性3个层面所存在的公共价值简缺,提出了在价值取向、绩效评定以及网络平台3个方向的体系建构,引导社会对分级诊疗制度建设的民主性、公共性、高效性以及信任与合法性形成正确认识。

The purpose of this study is to combine the theory of public value management with the hierarchical medical service in China,and provide theoretical and practical support for hierarchical diagnosis and treatment.By demonstrating the connotation and theoretical proposition of public value theory,the inefficiencies of hierarchical diagnosis and treatment service from the aspects of service process,service result,trust and legitimacy are analyzed.Then,the suggestions focused on value orientation,performance evaluation and network platform are proposed so as to guide the public to form a correct understanding on the democracy,publicity,efficiency and legitimacy of the system construction of hierarchical diagnosis and treatment service.
