社区居家养老服务标准体系文献综述及启示

Literature Review and Enlightenment of Community Household Endowment Service Standard System

随着人口老龄化和高龄化程度的加剧、家庭养老功能逐步弱化、单纯的机构养老发展不足的现实背景下,社区居家养老成为现行养老模式的主要发展方向。国内外学者对社区居家养老模式、社区居家养老体系、社区居家养老服务质量等方面研究颇多,但关于社区居家养老标准化建设领域的研究甚少。要推进社区养老服务标准化建设,就应从开展社区养老服务标准体系研究入手,逐步建立科学合理的社区养老服务标准体系,梳理、规范社区养老服务发展所需要的标准项目。同时,要保障体系的正常运作还需要完善政府的配套政策,包括部门之间的政策协调,资金保障,信息化平台建设,社会保障体系建设等。

Under the situation of increasing aging population and society, weakening home endowment and under- developed pension institutions, community household endowment service has became the main stream for the pension pattern. Scholars at home and abroad have conducted many researches on the pattern, system, services quality and etc. of community endowment, but very few on standardization. To promote the development of community endowment service standardization, it should start with sorting out the standards systems and standardization projects it need, and meanwhile providing supportive policies to ensure the normal operation of the system, such as coordinating policies in different departments, funding the projects, setting up information platform and improving social security system.
