摘要
践行新型城镇化,健康、安全是首要保障,合理布局应急避难场所十分关键。"可达性"是应急避难场所选址要考虑的首要因素。本文以广州市为例,通过构建"最短路径模型"和"最大覆盖范围模型",定量分析"可达性",优化应急避难场所空间布局,并用"交通等时线"模型对交通效率进行了评价。结论表明,基于"可达性"分析布局应急避难场所可以取得较高的使用效率,确保公共设施的公平性。
Health and security are the primary guarantee under the background of new urbanization practice, and the rational layout of emergency shelters is of great significance. "Accessibility" is the first factor to be considered in the location of emergency shelter. Taking Guangzhou as a case, by constructing the "shortest path model" and "the maximum coverage model," this research has tried to study the accessibility to emergency shelters and evaluate traffic efficiency based on "traffic isochrones model." The empirical result showed our study could maximize the function of emergency shelters and ensure the equity of public infrastructure.
