群体性事件中地方政府回应力问题研究

The Study on Problem of the Capability of Government Response to the Group Events

首先在对政府回应力的概念及特定的群体性事件研究分析基础上,指出提高政府回应力的必要性,找出地方政府应对群体性事件中回应力不足的表现,即应急预案的缺失、对群体性事件的回应效率低及回应不透明,并分析了群体性事件中地方政府回应力不足的原因,即地方政府预警机制不完善、执行主体能力低下、干部考核机制存在局限性,最后提出提高地方政府回应力的措施:建立和健全预警机制、提高执行主体的执行力、改革权力运行考核评价机制、实行政府信息公开等,以期为提高地方政府在应对群体性事件中回应力提供理论保障和措施启迪。

On the basis of the connotation of the group events and studying of typical groups events, this paper puts forward the necessities of improvement of capability of government response, and finds out the expression of insufficient of the capability in government in the group events as followings ： lack of contingency planning, ineffective response, opaque response, and finds out the causes of the capability of government response in the group events as followings： imperfect local government early warning mechanism, low executive capacity, limitations of cadre examination mechanism. Finally, it puts forward measures to improve the capability of government response in the group events as followings ： improve the early warning mechanism, promote enforcement of executing body, reform evaluation mechanisms of power operation assessment, implement government information disclosure, in order to provide theories and methods for improvement of the capability of government response in the group events.
