摘要
2014年,江西省文化厅牵头21家省直部门建立了省级层面的公共文化服务体系建设协调机制。新常态下江西省协调组各成员单位有效整合各部门优势资源,在协调推进法律法规制定、公共文化人才队伍建设、文化惠民工程建设和公共文化服务社会化等方面取得了显著成效。但由于实施时间较短,国内没有成熟的经验可供借鉴,江西省公共文化服务协调机制在协调方式、信息共享、绩效评价和协调范围等方面存在不同程度的问题。新常态下江西省文化厅应协调各成员单位,整合各部门优势资源,构建职责明确、沟通顺畅、目标清晰的协调机制,为促进公共文化服务体系高效运转提供有效的解决方案和制度保障。
In 2014, 21 provincial departments led by Department of Culture of Jiangxi Province established coordination mechanism for the construction of public cultural service systems at the provincial level. Under the new normal, all members of the coordination group effectively integrated the superior resources, and achieved success in coordinating the formulation of laws and regulations, the construction of public cultural talents, the construction of cultural benefiting projects and the socialization of public cultural services. However, due to the short implementation time and lack of mature experience in China, the coordination mechanism of public cultural services in Jiangxi Province meets different problems in terms of coordination means, information sharing, performance evaluation and coordination range. Under the new normal, Department of Culture of Jiangxi Province should coordinate among the members, integrate the superior resources of each part, and establish a coordination mechanism with exact responsibilities, smooth communication and clear objectives, and provide effective solutions and system guarantees for promoting the efficient operation of the public cultural service system.
