摘要
国际教育规则是指各国在相关国际组织的制度框架下,基于相似的教育思想和理念,吸纳某些国家成功的教育实践经验,通过专家调研、议程起草、会议讨论和表决、条约签订等程序就某些特定的教育问题所达成的共识,包括体现了人类教育发展规律的理念、规范和评判各国教育实践的准则。我国要参与全球教育治理,首先必须知晓与熟谙已有的国际教育规则,在此基础上修订不合理的国际教育规则,并引领制定新的国际教育规则。
The international education rules were made under the institutional framework of relevant international organizations. Based on similar educational philosophies and the adoption of certain countries ’successful educational practices, a consensus was reached after going through the procedures of experts ’investigation, agenda-making, conference discussion and voting, treaty signing etc. The consensus embodies the rationale of human education development and the criteria used to regulate and judge the educational practices adopted in different countries. To participate in the global education governance, we have to first understand the existing international education rules before going further to amend the unreasonable ones and take a lead in making new international education rules.
