联合国改革与国际法的发展——对联合国“威胁、挑战和改革问题高级别小组”报告的一种解读

2004年12月2日,联合国秘书长安南任命成立的"威胁、挑战和改革问题高级别小组"向国际社会公布了该小组的研究报告——《一个更安全的世界:我们的共同责任》,正式启动了联合国新一轮的改革。本文通过对该报告的产生背景及主要内容的介绍与分析,认为,该报告所主张的联合国新一轮改革,与以往联合国任何一次改革都不同,它不仅是简单的联合国机构改革,而且是以确立和落实综合安全观为核心的一系列国际法规范与制度的完善和创新。

High-level Panel on Threats,Challenges and Change that was established by Secretary-General Kofi Annan publicized its research report—A More Secure World: Our Shared Responsibility—to the international society on December 2nd,2004,which formally started a new round reform at the UN.By introducing and analyzing the back- ground information and the main content of the report,this article holds the idea that the new round reform the report proposed is different from that of any other reforms at the UN. It is not only simply the institutional reform at the UN,but also the perfect innovation of a series of international legal norm and system which center on establishing and carrying out the multiple security outlook.
