摘要
开发性金融政府购买服务成为土地整治融资的新模式。与传统融资方式相比,开发性金融政府购买服务具有贷款期限长、利率低、可以平滑财务支出、适应地方政府债务管理要求、规范资金使用等特点。文章结合南京市溧水区政府购买服务模式开展的土地整治案例进行研究,从项目融资结构、项目还款计划、财政能力认证等方面进行实证剖析,以期为项目具体融资实践提供操作指引。
The developmental financial government purchase services have become a new mode for land reclamation financing.Comparing the traditional financing way,this new mode is characterized by longer loan term,low interest rates,and which can smooth the financial expenditure,fit in with the needs of management of local government debts,and standardize the use of fund.This paper gives a research on the case of land consolidation based on the mode of government purchase in Lishui district of Nanjing.It gives an empirical analysis from the range of project financing structure,project repayment plan,and fiscal capacity certification with a view to providing working instruction for project financing practice.
