高校智库创新生态系统:理论模型、创新机制与发展建议 被引量:8

摘要 [目的/意义]用生态学的观点研究高校智库创新系统多样性、自组织性及动态性的规则模式,把握其演化的关键进程和节点,促进创新思想和创新模式的产生,提升高校智库发展水平。[方法/过程]在文献分析的基础上,归纳抽象调研事实数据,构建了高校智库创新生态系统的理论模型,并从生物学隐喻、内部(微观)创新生态、外部(宏观)创新生态3个方面对模型加以解释。[结果/结论]在内部创新生态系统中,高校智库承担了创新环境的作用,促进微观创新主体进行知识创新、组织创新和制度创新;在外部创新生态系统中,高校智库承担着创新主体的功能,与其他生态主体竞争协同,形成政策建议和舆论导向。高校智库创新生态系统的创新机制包括以人才流动为主线的自组织演化、以知识流动为主线的开放协同及以价值流动为主线的市场规律调节。 [Purpose/significance]Research the laws of diversity,self-organization and dynamics in university-think-tank innovation system from an ecologic perspective and distinguish the key stage and hybrid in its development.Promote the emergency of innovative thoughts and patterns and finally develop the university think tanks in China.[Method/process]Based on literature review and research data,the paper constructed a theoretic model of university-think-tank innovation ecosystem and explained the model from3aspects:the biological metaphor,internal(micro)innovation ecology and external(macro)innovation ecology.[Result/conclusion]In the internal innovation ecology,university think tanks,as the innovative environment,promote the micro innovative subjects to innovate in knowledge,organization and system.In the external innovation ecology,university think tanks,as the innovative subject,cooperate and compete with other eco-subjects to form policy proposals and influence the public.The innovative mechanism of university-think-tank innovation ecosystem includes self-organized evolution based on talent flow;open cooperation based on knowledge flow;and regulation of market law based on value flow.
