党的十八届三中全会上通过的《关于全面深化改革若干重大问题的决定》里提出了农地承包权和农地经营权相分离的政策,确立了现阶段农地所有权、承包权、经营权三权分立的局面。如何在实践中落实农地经营权信托的流转机制和运行模式,促进农村土地规模化发展,成为现今解决"三农"问题的重要突破口。
