国内外食品安全风险监测计划与实施的比较研究

Comparative study about food safety risk monitoring plan and implementation in China and abroad

食品安全是世界范围内都极为重视的社会公共卫生问题,科学、完善的食品安全风险监测体系,对于政府掌握食品安全情况和解决食品安全隐患意义重大。我国现已初步建成能够覆盖全国、覆盖食品生产经营各环节的国家食品安全风险监测网络体系。但在食品安全风险监测的制度建设、计划实施、技术支撑和数据应用等方面,与发达国家相比尚有一定差距。该文对国际组织和发达国家食品安全风险监测先进经验进行了比较,分析了我国目前食品安全风险监测的现状。通过比较研究,对我国在建立科学有效的食品安全风险监测体系,保证监测工作的系统性、针对性和有效性方面提出了建议。

Food safety has become a social public health issue that is highly valued worldwide.The scientific and perfect food safety risk monitoring system is of great significance for the government to master the food safety situation and solve the food safety risks.China has preliminarily completed the national food safety risk monitoring network system which can cover the whole country and cover food production and management.However,compared with developed countries,there is still a gap between the system contribution,plan implementation,technical support and data application of food safety risk monitoring.In this paper,by comparing the advanced experience of food safety risk monitoring among international organizations and developed countries,the current situation of food safety risk monitoring in China was analyzed.The suggestions about how to establish scientific and effective system for food safety risk monitoring,and ensure the systematic,pertinence and effectiveness of sample monitoring in China was put forward.
