摘要
东南沿海地区村镇生态建设虽相对于中西部地区发展迅速,但城乡差距依然呈扩大趋势,村镇生态环境问题依旧突出。梳理东南沿海发达地区村镇生态建设现状和存在问题,研究发现:(1)东南沿海地区持续实施村镇生态建设的系列工程,坚持村镇经济生态化和村镇生态经济化互动,改革资金使用方式,坚持以机制建设促推乡村生态环境齐抓共管。(2)东南沿海村镇生态建设存在本土化意识薄弱、要素集成化程度低、关键技术体系匮乏、规范化政策管理有待提高等问题。(3)东南沿海地区村镇生态建设诸多问题的根源在于制度与规范滞后,适宜生态技术创新技术不足,公共财政投入不足与统筹性欠缺,规划建设人才知识储备短板等。
Ecological construction of villages and towns in the southeastern coastal areas is faster than in the central and western regions.However,the gap between urban and rural areas continues to expand.Village ecological problems still stand out.Systematically combing the current situation and existing problems in the ecological construction of villages and towns in the developed regions of the southeastern coast,this study makes the following findings:(1)Sustainable development of rural eco-environmental projects in southeastern coastal areas adheres to the interaction between the economic and ecological development of villages and towns and the eco-economy of villages and towns,reforms the use of funds,and adheres to the construction of mechanisms to promote the promotion of rural ecological environment in those areas.(2)There are problems in the ecological construction of villages and towns on the southern coast,including weak localization awareness,low level of integrated elements,lack of key technology systems,and the need to improve the management of standardized policies.(3)Many problems in the ecological construction of villages and towns in the southeastern coastal areas trace their origin to lags in the system and in the norms,the lack of suitable ecological innovation technology,the lack of public finance investment and overall planning,and the shortage of planning and construction talent knowledge reserves.
