县域减贫效率测度及空间差异分析——基于贵州省的实证研究

County Poverty Reduction Efficiency Measurement and Spatial Difference Analysis:An Empirical Study based on Guizhou Province

基于2012年与2015年贵州省县域经济发展的截面数据,运用三阶段DEA对贵州省县域减贫效率进行了测度,并通过探索性数据分析(ESDA)对其空间差异进行了分析。结果表明:运用三阶段DEA模型剔除管理无效率、随机误差、环境变量等因素的影响后,贵州省县域减贫效率得到了提高,使用环境变量与随机误差项对原始投入值进行调整具有合理性;贵州省县域减贫效率呈现出明显的下降趋势,纯技术效率下降是造成贵州省县域减贫效率降低的主要原因;县域减贫综合技术效率存在明显的空间自相关特征,HH型和LL型的县域单元具有明显的聚集特征,研究期内空间范围也发生了显著变化;县域综合减贫效率呈现出黔东北、黔西南高,黔中、黔西南低的空间格局。从综合减贫效率的冷、热点格局变化来看,黔东北、黔西、黔中的减贫效率在下降,而黔东南的减贫效率在提高。

With the development of provincial cross-section data in 2012 and 2015 based on Guizhou county economy,three stage DEA method of Guizhou province county poverty reduction efficiency were measured,and exploratory spatial data analysis(ESDA)on the spatial differences were analyzed.The results showed that:from the three phase DEA output results,elimination of the influence of management efficiency,random error and environmental variables and other factors have been improved in the conuty of Guizhou province reduction efficiency and the use of environmental variables and random error of the original input value adjustment is the main reason;Guizhou province county poverty reduction efficiency decreased and the decreasing of the pure technical efficiency caused poor efficiency in Guizhou province;the county comprehensive poverty reduction efficiency of spatial autocorrelation characteristics,HH type and LL type counties showed aggregation characteristics significantly.Space has also undergone significant changes;the county comprehensive poverty reduction efficiency shows,Qianxi in Northeast Guizhou,Guizhou,Guizhou low spatial pattern.From the change of the cold and hot spot pattern of the comprehensive poverty reduction efficiency,the poverty reduction efficiency in Northeast Guizhou,Qianxi and Guizhou is decreasing,while the efficiency of poverty reduction in Qiandongnan is increasing.
