摘要
改革开放以来,党政机关事务管理体制优化,管理职能与服务职能初步分离,社会化改革成效显著,实现了从封闭向开放、从福利型向经营型的转变,基本上建立了与现阶段社会经济发展水平相适应的管理体制和服务运行机制。但当前机关事务还面临管理职能分散化、部门利益分割化、公私关系松散化、法制约束不足等碎片化困境。以整体性治理理论为视角,构建党政机关事务整体性治理框架,推动机关事务整体性治理,加强功能整合、部门协同、公私合作、法制约束,构建跨部门协同的机关事务治理体系,走大而强的道路,提高机关事务效能。
Since the reform and opening-up,the management system of party and government office affairs has been optimized,management function and service function have been initially separated,and remarkable achievements have been made in social reform,which realizes the transformation from closed to open,and from welfare-type to business-type,and establishes a management system and a service operation mechanism compatible with the current level of social and economic development basically.However,at present,office affairs are also being faced with some fragmental dilemmas such as the decentralization of management functions,the division of departmental interests,the loose of public-private relationships,and insufficiency of legal constraints.From the perspective of the theory of holistic governance,we should construct a framework for holistic governance of party and government office affairs,promote the holistic governance of office affairs,strengthen functional integration,departmental coordination,public-private cooperation,and legal constraints,construct a system of cross-departmental coordination office affairs governance,take a strong and powerful road,and improve the efficiency of office affairs.
