乡村振兴与脱贫攻坚的有机衔接及其机制构建

The Organic Connection and Mechanism Construction of Rural Revitalization and Poverty Alleviation

乡村振兴与脱贫攻坚衔接的必要性主要体现在基层实践现实需要、制度衔接理论诉求与社会主义本质要求三个层面。以内容共融、作用互构和主体一致为表征的互涵式关系,为二者衔接奠定了理论可行性。实践可行性方面,乡村振兴可以借鉴脱贫攻坚的有效经验实现稳健推进,而脱贫攻坚亦能够利用乡村振兴机遇谋求纵深发展。虽然乡村振兴和脱贫攻坚在有机衔接方面取得了积极进展,但是仍然存在着体制机制衔接不畅、产业发展升级困难和内生动力难以激发等问题。为此,应该着力在体制机制统筹落实、产业发展多元鼓励和主体意识积极培育等方面精准发力,推动乡村振兴与脱贫攻坚的有机衔接。

The necessity of connecting rural revitalization with poverty alleviation is mainly reflected in three aspects, that is, practical needs at the primary level, theoretical demands of institutional convergence and the essential requirements of socialism. Characterized by contents integration, effects interaction and subject consistency, a mutual inclusion relationship lays a theoretical feasibility for the connection between these two. In terms of practical feasibility, rural revitalization can draw on the effective experience of poverty alleviation to achieve steady advance, and meanwhile poverty alleviation can also make full use of the opportunities of rural revitalization for in-depth development. Although the connection between rural revitalization and poverty alleviation has made positive progress, there are still some problems to be solved, such as the poor linkage between institutional mechanisms, difficulties in industrial development and upgrading, trickiness of stimulating endogenous impetus, etc. My research, therefore, argues in order to promote the organic connection between rural revitalization and poverty alleviation, efforts should be focused on the coordinating implementation of institutional mechanisms, the encouragement of diversified industrial development, and active cultivation of subjective consciousness.
