进一步促进中国—东盟人文交流路径研究

Proposals on Further Promoting People-to-people Exchanges between China and ASEAN

新时代背景下的人文交流应注重以人员交流、思想交流和文化交流为主要内容。中国与东盟的人文交流存在文化认同感缺乏、语言障碍及外部因素干扰的影响,双方在人文交流的深度、方式、主体和制度保障等方面可以进一步拓展。相应地,本文提出了一系列进一步促进中国—东盟人文交流的路径和推进策略:多方搭建中国—东盟人文交流促进平台,进一步完善人才培养机制等人文交流保障运行机制;加强与东盟国家的文化认同和融合;突出民众的参与性,拓展人文交流的主体并进一步发挥非政府组织、民间组织和个人的作用,重点是突出心灵和情感的沟通;通过国际交流、教育文化交流项目以及主流媒体在外交方面的内容和方式创新来推进中国—东盟人文交流内容和方式上的创新。

The People-to-people exchanges should be focused on the exchanges of thoughts,cultures and people from other countries in the new era.Since people-to-people exchanges between China and ASEAN have been affected by the factors of common cultural identity,language barrier and other elements,the writer puts forwards a series of proposals to further deepen the cooperation to promote people-to-people exchanges between China and ASEAN.Proposals are as follows:a)To further establish cultural cooperation and coordination mechanism by keeping building the platform for cooperation,improving the policy system such as establishing a personnel-training mechanism;b)To strengthen cultural identity and integration with ASEAN countries;c)To encourage non-governmental organizations,individuals,etc.to fully play their significant roles for interaction and most importantly highlights and communications of soul and emotion;d)To innovate the exchanges contacts and forms by encouraging the innovation of international exchanges,educational and cultural programs public media’s works on diplomatic and so on.
