摘要
框架体系是体现职业资格证书制度功能定位、构成要素及其内在关系的重要制度表征。本研究重点针对专业技术人员职业资格制度框架体系,运用文献研究、座谈访谈等方法,就职业资格证书制度的概念术语、历史演进、阶段特征、职业资格类别划分和分类办法、结构关系、治理模式以及配套改革等问题开展了专题研究,并据此提出优化我国专业技术人员职业资格证书制度框架体系的政策建议。
The framework system is an important institutional representation that manifests the functional orientation, components and internal relationship of the professional qualification certificate system. Focusing on the professional qualification system framework of professional technical personnel, this study used literature research, interviews and other methods to carry out theme research on the conceptual terminology, historical evolution, stage characteristics, and occupational qualification classification methods, structural relationship, governance model of the professional qualification certificate system, as well as the supporting reforms. Moreover, it puts forward the policy recommendations for optimizing the framework system of professional qualifications system for professional technical personnel in China.
