摘要
根据台风实测风速,结合工程建设标准分析了台风损失的4种情形,明确了台风时,只有当地标准状态下的风速Vt超过荷载规范规定的当地基本风速时,或由于台风引起的洪灾造成的破坏才构成不可抗力免责的结论。
According to the measured wind speed of typhoon and combining with the engineering construction standard, this paper analyzes four kinds of typhoon losses, and makes clear the conclusion that when there is typhoon, only when the wind speed Vtunder the local standard exceeds the local basic wind speed specified in the load code, or the damage caused by the flood caused by typhoon constitutes a force majeure exemption.
