冀东油田地面工程标准化设计与造价管理实践

Practice of standardized design and construction cost management in Jidong Oilfield surface engineering

对油田地面工程建设管理中标准化设计与标准化造价进行了分析,阐述了标准化设计与标准化造价的各自特点,并对二者之间的关系进行了研究,在此基础上提出了推广标准化设计与标准化造价的措施。研究认为,实施标准化设计可缩短施工周期,保证设计品质和工程质量,降低工程费用;使用标准化造价可实现计价标准的科学性,指标内容全面,提高造价效率;二者相辅相成,相互促进。同时,通过改变计价模式,坚持不断创新,注重人才培养,健全激励机制,从而推广标准化设计与造价,为油田造价管理工作的科学发展提供一定的支持。

Standardized design and standardized construction cost in oilfield surface engineering management were analyzed and their respective characteristics were elaborated. Besides, their relationship was studied. Promotion measures of standardized design and standardized construction cost were proposed on this basis. The study indicates that implementation of standardized design can shorten project construction period, guarantee design quality and engineering quality, and reduce engineering cost;application of standardized cost can realize scientific charge standard, provide comprehensive indexes and improve cost efficiency. The standardized design management and the standardized construction cost management implement and promote each other. Meanwhile, by changing valuation model, insisting on continuous innovation, attaching importance to personnel training and perfecting incentive mechanism, the standardized design and standardized construction cost can be promoted, which will provide support to the scientific development of oilfield construction cost management.
