摘要
选取山东省17地市2000—2016年面板数据,运用DEA-Malmquist指数测度和分解了山东农业全要素素生产率,并对其影响因素进行了实证分析。结果表明:山东农业全要素生产率整体呈现上升趋势,在鲁东、鲁中、鲁西三大地区间存在明显差异;机械化水平、财政支出水平、城市化水平、外资投入水平对山东农业全要素生产率有显著正向影响,环境恶化程度对山东农业全要素生产率有显著负向影响,灌溉用水效率、工业化进程、对外开放程度则影响并不显著。据此,应优化农业财政支出结构,以工业反哺农业、城市带动农村,加强农业技术创新以提高山东农业全要素生产率。
With the panel data of 17 cities in Shandong Province from 2000 to 2016, the total factor productivity of Shandong agriculture was measured and decomposed using the DEA-Malmquist index, and its influencing factors were empirically analyzed. The results showed that the agriculture total factor productivity presented an overall upward trend, and there were obvious differences among the three regions of east,middle and west of Shandong. The levels of mechanization, fiscal expenditure, urbanization and foreign investment had significant positive impacts on it. But the degree of environmental degradation showed significant negative impact on it. The impacts of irrigation water efficiency, industrialization process and openness were not significant. Accordingly, optimizing the structure of agricultural fiscal expenditure, industry feeding agriculture and cities driving rural areas and strengthening agricultural technology innovation should be done to improve the total factor productivity of Shandong agriculture.
