公安机关情指一体化警务模式的探索及启示——以浙江省H市公安局情指联勤中心的实践为例

在情报主导警务与公安大部制改革等新时代背景下,"情指(即公安情报中心与公安指挥中心)一体化"作为一种新的指挥防控警务模式应运而生。情指一体化经历了从情指两部门独立存在到"情指一体化"再到"情指行一体化"的发展进程。浙江省H市公安局情指联勤中心在明确职能定位的基础上,以情报信息为主导、以指挥调度为龙头,以"平战结合"为方式,探索出了独具特色的运作模式,具有常态化、智慧化、实战性的特点。可以从建立情指条线人才库、坚持"枫桥经验"与情指联勤警务相结合、构筑情指联勤架构、完善情指联勤制度、加强外部交流合作等几个方面借鉴H市公安局情指联勤模式的优势,促进公安情报的深度应用、指挥调度的及时、准确以及实战行动的精准高效。

Under the background of new era such as intelligence-led policing and Public Security SuperDepartment Reform,"Intelligence and Command Integration" emerged as a new command and control policing model. It has experienced the development process from the independent existence of the two branches of the situation to the office of the joint office. The joint operation of intelligence and command center of the public security bureau in H city of Zhejiang province, based on a clear positioning of functions, led by intelligence and information, led by command and dispatch and with the combination of "emphasis and non-focus", has explored a unique mode of operation, with the characteristics of normalization, intelligence, and actual combat. We can learn from several aspects such as cultivating talents, adhering to the "Fengqiao Experience", constructing a cooperative framework, improving rules and regulations and strengthening external communication and cooperation so as to promote the in-depth application of public security intelligence, the timely and accurate command and dispatch,and the accuracy and effectiveness of actual combat operations.
