多元主体视角下社区居家养老服务路径探索

Exploring the Path of Community Home Care Service from the Multi-agent Perspective

在中国深度老龄化社会加速到来之际,社区居家养老模式的作用日益凸显。文章依据多元福利主义关于多元主体功能分担的原理,分析了中国社区居家养老服务多元主体(政府-社会-市场-家庭)之间功能冲突的现状。基于此,从多元主体责任分担的视角构建了四主体相互依赖的发展路径:要求政府在养老服务市场的引导中做到放权不越位,充分发挥社会组织的专业特长,坚持市场在服务配置中的基础性作用,培育老年人及其家庭的主动消费意识。总之,四主体良性互动和分担的居家养老服务市场的培育有赖于服务需求分级分类管理和充分竞争的养老服务市场的培育。

With the accelerated approaching of the aging society in China,the role of Community Home Care model for the elderly has become increasingly prominent.According to the principle of multi-welfareism on the function-sharing among subjects,this paper analyzes the status of functional conflicts among the multi-subjects concerned(government-society-market-family)in the Chinese community-based aged care services.Based on this,from the perspective of multi-subject responsibility sharing,the development path of the four subjects is interdependent:the government is required to achieve decentralization in the guidance of the community home care service market,and give full play to the professional expertise of social organizations,and adhere to the market in service configuration,cultivating the active consumption consciousness of the elderly and their families.In short,the cultivation of the four-part benign interaction and shared home-based care service market depends on the classification and management of service demand and the cultivation of a fully competitive aged-service market.
