数字经济的爆发式增长并与实体经济深度融合已成为推动中国经济高质量发展的强大动能。中国与美国共同构成全球数字经济的"双子星",但中国数字经济远未取得绝对竞争优势和核心竞争力,数字经济出现"三二一"产业逆向渗透趋势,创新能力和核心技术不够强,信息孤岛和数据烟囱问题突出。推动数字经济高质量发展,实现"产业数字化"和"数字产业化"双轮驱动,必须聚焦破解核心技术卡脖子难题,建设数字经济重大战略平台,打造世界级数字产业集群,提升数字技术对三大产业的融合度与渗透力。更深层次的是要打破制约数字化生产力发展和数字经济生态系统建设的政策制度障碍,构建与数字经济发展相适应的监管机制和多元共治的协同治理机制。

The explosive growth of the digital economy and its deep integration with the real economy have become a powerful kinetic energy for promoting the high quality development of China’s economy. China and the United States together constitute the "Gemini" of the global digital economy, but China’s digital economy is far from achieving absolute competitive advantage and core competitiveness. The digital economy in China has a trend reversely penetrate from "the third industry"to the"second industry"and to the"first industry". China’s innovation capability and core technology are not strong enough, and information silos and data chimneys are prominent. To promote the high-quality development of the digital economy and realize the twowheel drive of"industry digitalization"and"digital industrialization", we must focus on cracking the core technology issue,build a major strategic platform for the digital economy, build a world-class digital industry cluster, and enhance the integration and penetration of digital technology into the three major industries. Moreover, we will break down the barriers to policy and system that restrict the development of digital productivity and the construction of digital economic ecosystem, and build a regulatory mechanism that is compatible with the development of the digital economy and a coordinated governance mechanism of pluralistic governance.
