Pursuit of Poverty Alleviation in Henan Province by Cultivating and Supporting New Agricultural Operating Entities

作为农业大省,河南省寻找适合本省实现脱贫的路径至关重要。发展新型农业经营主体能够增加农民收入,改变贫困人口思想观念,吸引创业者回乡,完善农业基础设施,有效促进河南省完成脱贫任务;强化认识,引导参与,因地制宜,完善基础平台,规范运行,发挥政府引导作用是推进新型农业经营主体发展,实现农村贫困人口物质脱贫和精神脱贫的有效途径。

As a large agricultural province, it is crucial to find practical ways in the pursuit of poverty alleviation and development in Henan. Cultivating new agricultural operating entities can increase rural people’s income, change the value and ideology of rural poverty population, attract migrant rural worker to return home to start a business, and improve agricultural infrastructure, so as to effectively complete the task of poverty alleviation in Henan Province. In addition, the author emphasizes on raising the awareness of the policy and the guidance of getting involved and adjust measures to local conditions, and also improving the establishment of supporting platform with standardized operation which is guided by the provincial-level and other rural governance. Therefore, the tasks of material and spiritual poverty alleviation can be achieved in the effective ways.
