国际视角下脱贫攻坚与乡村振兴相融合的探索

Exploration on the Integration of Poverty Alleviation and Rural Vitalization Strategy from an International Perspective

立足脱贫攻坚发展与乡村发展有效衔接视角,围绕我国乡村振兴发展战略的"产业振兴、人才振兴、文化振兴、生态振兴、组织振兴"5个主攻方向,参考国际经验,梳理出能够有效衔接脱贫攻坚和乡村振兴发展路径的政策经验与发展思路。具体地,将对包括美国、日本、韩国等国家所探索和实施的乡村发展与减贫政策、法治安排、制度安排等方面进行研究。总体分为4个方面:第一,梳理典型国家关于乡村发展、乡村发展与减贫脱贫结合的经验和教训,包括稳定脱贫的长效机制探索,以及乡村振兴发展战略探索,为我国构建脱贫攻坚与乡村振兴战略提供可借鉴思路,并规避负面路径;第二,结合典型国家既有制度、政策研究我国乡村振兴和脱贫攻坚衔接的可能性及可行路径,梳理二者之间的联系;第三,结合国际经验,以多学科视角构建乡村振兴和脱贫攻坚融合机制;第四,对进一步促进脱贫攻坚与乡村振兴有效融合提出可行政策建议。

Referring to the international experience,this paper combs out the policy experience and development ideas that can effectively link the development path of poverty alleviation and the rural revitalization based on the five main directions of China's rural vitalization strategy,i. e. industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization and organizational revitalization,from the perspective of the effective connections between poverty alleviation and rural development. Specifically,the rural development and poverty reduction policies,rule of law arrangements and institutional arrangements explored and implemented by the United States,Japan,Korea and other countries are studied. Overall,it is divided into four aspects: firstly,to provide reference ideas for China's construction of poverty alleviation and rural revitalization strategy and avoid negative paths,the experience of and lessons from the rural development of typical countries,the combination of rural development and poverty alleviation,including the exploration of long-term mechanisms for stabilizing poverty alleviation and the rural revitalization and development strategies are analyzed;secondly,combining with the existing systems and policies of typical countries,this paper studies the possibility and the feasible path of combining rural revitalization with poverty alleviation in China,and combs the relationship between them;thirdly,combining with international experience,the integration mechanism of rural revitalization and poverty alleviation should be constructed from a multidisciplinary perspective;fourthly,it puts forward feasible policy suggestions for further promoting the effective integration of poverty alleviation and rural revitalization.
