责任政治中的问责与避责互动逻辑研究

Research on the Interaction Logic of Accountability and Blame Avoidance in Responsible Politics

责任政治是人类社会对现代政治生活的共同追求,问责与避责则在责任政治中以"一币两面"的形态相伴而生。正是由于问责与避责的互动在责任政治中达成动态平衡,从而维系了整个责任政治体系的相对有序运行。通过基于政治现象的深入考察,可以发现问责与避责之间的互动逻辑,概括而言,两者之间呈现出三种基本的博弈模式,即机构性策略、表象性策略与政策性策略。推进责任政治的建构,需要在重新认识问责与避责关系的基础上,建立问责与避责有效链接的机制,从而使二者在辩证中实现有机统一。

Responsible politics is the common pursuit of modern society in human society. Accountability and blame avoidance are accompanied by the form of "one coin and two sides" in responsible politics. It is precisely because of the interaction between accountability and blame avoidance that a dynamic balance is achieved in the responsible politics,thus maintaining the relatively orderly operation of the entire responsible political system. Through an in-depth study based on political phenomena,the interaction logic between accountability and blame avoidance can be found out. In summary,there are three basic game modes between accountability and blame avoidance,namely,institutional strategy,representational strategy and policy strategy. To promote the construction of responsible politics,it is necessary to establish a mechanism for an effective linking of accountability and blame avoidance on the basis of re-recognizing the relationship between them,so that accountability and blame avoidance can achieve an organic unity in dialectics.
