乡村振兴视域下青海省林下经济发展对策研究

Research on the Measures of Forestry Economic Development of Qinghai Province in Rural Revitalization Perspective

文章以特定的立地空间为研究主体,围绕“促进青海省林下经济发展”主题,基于实地调研数据,立足现状,就青海省林下经济发展中存在的认识及行动滞后、发展空间有限、乡村产业化水平提升难、技术保障能力不强、多渠道融资方式缺乏、自主品牌少且知名度低等问题进行了系统剖析,提出对策:通过借助乡村振兴新政探索林地适宜性开发路径,主抓落实与构建先行先试理念及创新机制体制并行推进、建立科技特派员机制定期入驻“科技小院”,重启基层“扇形服务网络体系”建设,产业发展联动乡村治理能力提升。

In this paper, regarding specific site space of the Qinghai-Tibet plateau as research subject, surrounding the topic of"improving forestry economic development of Qinghai province", in view of field survey data from May to July in 2017, based on the status quo, this paper systematically analyzed some questions, including knowledge and action lag, limited development space, difficulties of improving industry level, low technique support capability, lacking of multi-channel financing, less self-owned brand and low brand recognition of forestry economic development in Qinghai Province. Furthermore, some suggestions were put forward: exploring forestland suitability development path via new policies, parallelly propelling focusing on implement as well as structuring theories of action, trying in advance and innovating system and mechanism, establishing technical ombudsman mechanism to join"science and technology yard"regularly, restarting basic level construction of"fan-shaped service network system", promoting industrial development linkage with rural governance capacity.
