Study on the Performance Evaluation System on Medical Poverty Alleviation in Contiguous Destitute Areas

目的:连片特困地区医疗扶贫绩效评价体系建立是实现贫困人口健康保障的基础。方法:通过引入平衡计分卡评价方法的理念,完成对连片特困地区医疗扶贫绩效评价体系构建,首先,在梳理研究成果的基础上,说明各方参与扶贫有利于维护经济发展的可持续性,满足产业分工的价值增值的要求。其次,在修正平衡计分卡评价方法的基础上,通过专家反馈和论证构建了医疗扶贫绩效评价体系。最后,由于不同地区的指标侧重内容的差异,对指标的适用性和权重调整进行了说明。结果与结论:建立建全医疗扶贫绩效评价体系,有助于合理选择扶贫项目,提高资金利用率;完善基础设施建设,保障扶贫成效。

Objective:The establishment of the performance evaluation system on medical poverty alleviation in contiguous destitute areas was the foundation of realizing poor people’s health security.Methods:By introducing the concept of balanced scorecard evaluation method,it completed the construction of the performance evaluation system of poverty alleviation in medical treatment in several poverty-stricken areas.Firstly,based on the basis of sorting out the research results,which indicated that poverty alleviation from all aspects was beneficial for the sustainability of economic development and value added of industrial division.Secondly,on the basis of revising the evaluation method of balanced scorecard,the performance evaluation system of medical poverty alleviation was constructed through expert feedback and demonstration.Finally,the applicability and weight adjustment had been elaborated due to the differences of index focus in different places.Results and Conclusion:Establishing a comprehensive performance evaluation system for poverty alleviation through medical treatment would help to rationally select poverty alleviation projects,improve the utilization rate of funds,improve infrastructure construction and ensure the effectiveness of poverty alleviation.
