摘要
根据创新城市的评价体系及创新产出的不同阶段,将科技创新的效率评价分为两个阶段:创新资源的利用效率、创新产出的转化效能。基于天津当前整体创新投入不足及区域发展不均衡的特点,运用DEA和SFA模型研究环境变量对各区创新效率效能的评价做出修正,评价两个阶段各区域的真实水平及差异。研究结果:天津各区创新效率水平高于效能水平;同时在两个阶段的规模效益递增的区域占大多数,因此有必要进一步提升创新资源的投入,同时创新管理模式,加强资源利用率。基于两阶段研究的结论提出了各区域在两阶段的提升策略建议。两阶段的区域创新效率评价对于探索区域创新资源的利用效率具有可操作性和有效性。
According to the evaluation system of innovation cities and different stages of innovation output,this paper divides the efficiency evaluation of scientific and technological innovation into two stages: the first stage is the utilization efficiency of innovation resources,and the second stage is the transformation efficiency of innovation output. Based on the characteristics of overall insufficient innovation investment and unbalanced regional development in Tianjin,this paper uses DEA and SFA models to study the revision by environmental variables on the evaluation of innovation efficiency of each district,and to evaluate the real level and difference of each district in the two stages. The results show that the level of innovation efficiency in various districts of Tianjin is higher than the efficacy level;and the regions with increasing scale efficiency in two stages account for the majority;therefore,it is necessary to further enhance the investment of innovation resources,innovate management mode and strengthen the utilization rate of resources. Finally,based on the conclusions of the two-stage study,this paper puts forward the two-stage promotion strategy suggestions for each district. The two-stage evaluation of regional innovation efficiency is operable and effective for exploring the utilization efficiency of regional innovation resources.
