农地流转中农民土地权益保障的问题和对策

The Problems and Measures Relating to Protecting Peasants’ Land Rights and Interests in Farmland Transfer

农地流转是实施乡村振兴战略中农地制度的创新形式,但在农地流转过程中,农民土地权益受到侵害,实际权益缺失成为了实现乡村振兴的绊脚石,切实保障农民土地权益成为实现乡村振兴的关键举措和重要环节。强化政府职能、完善法律制度、加大国家对农村金融财政的支持力度、改革农村市场经济体制、健全农村社会保障体系、建立土地流转的中介服务组织机构、健全信息平台、提高农民的科技文化水平等措施可以有序推进土地流转,为实现乡村振兴提供保障。

Farmland transfer is an innovative form of farmland system in the implementation of rural revitalization strategy. In the process of the transfer, however, peasants’ land rights and interests have been infringed. It has become a stumbling block for rural revitalization, and the protection of peasants’ land rights and interests has become a key initiative and important link of rural revitalization. It is necessary to strengthen government function, improve legal system, increase the state’s support for rural finance, reform rural market economy system, improve rural social security system, establish intermediary service organization for farmland transfer, perfect information platform, and enhance peasants’ scientific and technological quality so as to promote the transfer in an orderly manner and provide a guarantee for rural revitalization.
