以政府诚信为先导优化东北民企发展环境

Building of Government’s Credibility and Optimization of Developmental Environment for Private Enterprises in Northeast China

营商环境是生产力,持续优化营商环境就是不断解放生产力,信用环境是营商环境的重要范畴,重塑政府诚信是推进东北振兴发展的重中之重。当前,东北地区一些政府诚信方面存在着新任不理旧账、政府承诺不兑现、政府政策失当及不稳定、乱收费等问题。而造成这些问题的因素主要是体制机制的缺陷、缺乏诚信观念、认识不足以及对新型政商关系贯彻落实不到位等。因此,必须强化政府的诚信理念和法治意识,创新体制机制,完善社会信用体系建设等。这样才能以诚信政府建设为先导,为东北民企高质量发展营造良好的营商环境,推动东北全面振兴、全方位振兴。

Government’s public credibility is an important category of business environment. However, defects of present systems and mechanisms, lack of the concept of integrity and failure of the adjustment of government-enterprise relations have made some local governments in Northeast China lose their public credibility. In order to create an ideal business environment for the high-quality development of private enterprises, concepts of integrity and governing by law must be strengthened, systems and mechanisms concerned should be innovated, and social credit system must be improved.
