我国社区居家养老服务模式完善路径——以新疆维吾尔自治区阜康市为例

The Ways to Improve the Community Home Care Model——Take Fukang City in Xinjiang as an Example

随着老龄化的加快和严峻的养老问题,在新型居家养老模式基础上形成的社区居家养老模式得到了快速发展。新疆阜康市经过八年的实践发展,社区居家养老模式形成具有特色、多样化服务的居家养老服务模式。虽然这种新型的养老服务模式受到各方的关注和认可,但现实中依然面临着覆盖率低、政策可持续性差、资金匮乏、社区人力资源不足等因素的制约。面对这些问题,应从政府层面拓宽投入资金来源、社区引导推进居家养老服务模式多元化、养老服务中心提升服务水平、全社会拓宽养老事业发展新路径四个方面入手解决。

With the acceleration of the aging trend and the severe pension problem, the community home care model formed on the basis of the new home pension model has developed rapidly. After eight years of practice development in Fukang City of Xinjiang, the community home care model has formed a model of home care services with distinctive and diversified services. Although this new type of old-age service model has received attention and recognition from all parties, it still faces limitations and constraints such as low coverage, poor policy sustainability, lack of funds and insufficient human resources in the community. Facing these problems, we should solve them through expanding the investment sources from the government level, the community to guide the diversification of the home care service model, the old-age service center to improve the service level and the whole society to broaden the new development of the old-age care industry.
