Government Quality to Social Quality: The Transformation Logic of Social Governance

当下中国正处于社会转型的关键阶段,社会治理正面临着结构性流变之风险,社会治理的转型已成为进入新时代的重要现实命题。社会治理从传统模式向新模式的转型过程所映射出的行动逻辑是从“政府质量”转向到“社会质量”。前者强调以政府为主导的经济指标的递增;而后者凸显社会福祉的提升。这一转型逻辑彰显了“社会性”的主体功能,映射了个体发展与社会发展的内生互构共生关系,同时这亦有效契合当下风险社会治理的时代主题。事实上,以社会质量为核心的社会治理模式内在本质要求建构出“社会经济保障、社会凝聚、社会包容和社会赋权”的内容体系,更为重要的是坚持基层党建引领社会治理的核心原则,凸显社会组织在社会治理转型中的作用,意在型构出一种可持续的社会治理长效图景,力图实现社会整体性福祉的提升,旨在进一步提升转型期的社会治理质量,进一步推动社会治理现代化目标的实现。

At present, China is at a critical stage of social transformation, and social governance is facing the risk of structural change. The transformation of social governance has become an important realistic proposition in the new era. The transformation process of social governance from traditional model to new model reflects the logic of action from “government quality” to “social quality”. The former emphasizes the increase in government-led economic indicators;the latter highlights the improvement of social well-being. This transformational logic highlights the main function of “sociality” and increasingly maps the endogenous and symbiotic relationship between individual development and social development. At the same time, it also effectively fits the current era of risk social governance. In fact, the inherent nature of the social governance model with social quality as the core requires the construction of a content system of “social economic security, social cohesion, social inclusion and social empowerment”. More importantly, it insists on the core principles of grassroots party building leading social governance, highlights the role of social organizations in the transformation of social governance, intends to construct a sustainable long-term picture of social governance, and strives to improve the overall welfare of society, so as to further improve the quality of social governance during the transition period and further promote the realization of the goal of modernization of social governance.
