基于不完全契约理论的水利水电工程项目治理研究

Investigating the Governance Structure of Water Conservacy and Hydropower Engineering Projects on Incomplete Contract Theory

在不完全契约理论视角下,研究政府规制对水利水电工程项目治理结构的影响程度具有重要意义。为便于分析,将水利水电工程项目的参与方分为政府与代建方和代建方与承包方两部分,通过对三者所组成的双重委托代理关系开展分析,研究政府规制对于各参与方的治理结构产生的影响,并对如何提升政府规制效果提出了相关建议。

This study attempts to analyze the impact of governmental regulations on the project governance structure of water conservancy and hydropower engineering projects from the perspective of incomplete contract theory. For the convenience of analyzing,the governance framework of water conservancy and hydropower engineering projects’ participants can be divided into two parts, the government and the construction party as well as the construction party and the contractor. Through analyzing the dual principal-agent relationship composed of the three agents,this paper studies the impact of governmental regulation on the project governance. In line with these results,related suggestions have been proposed to improve the effectiveness of governmental regulations.
