浅析非营利取向下普惠性民办园的政策困境

Analysis on the Policy Dilemma of Inclusive Private Kindergarten under the Non-profit Orientation

从学理上和实践上看,普惠性民办园的非营利化是一种趋势。在这一趋势下,目前相关政策中存在着政府与普惠性民办园的"非合作博弈",在"禁止财产分配"的监管、举办者利益保障上还存在着困难。据此提出统筹均衡普惠性幼儿园投入机制、构筑协同高效的多方监管网络等建议。

From the academic and practical point of view,the non-profitization of the Inclusive Private Kindergarten is a trend.Under this trend,there are currently "non-cooperative gaming" between the government and the Inclusive Private Kindergartens in relevant policies.There are still difficulties in the supervision of "prohibition of property distribution" and the protection of the interests of the organizers.Based on this,it is proposed to coordinate the investment mechanism of the Inclusive Kindergarten and build a coordinated and efficient multi-party supervision network.
