摘要
为加强地区水土保持监测信息化工作,根据全国水土保持信息化工作要求和实际业务工作需要,结合相关技术规定要求,提出了一套生产建设项目水土保持“天地一体化”监管信息采集与管理解决方案,并在此基础上运用软件工程的方法设计了对应的生产建设项目水土保持“天地一体化”监管系统和配套的“外业辅助移动端”软件。生产建设项目水土保持“天地一体化”监管系统主要是利用遥感影像对新增地表动土开展遥感动态监测,快速、准确地获取全市逐季度新增地表动土的空间分布情况;移动巡察系统是以定位导航、地面观测、遥感监测为基础,填补当前水土保持监管业务信息化建设中唯一缺口,实现了监管业务在应用系统中的闭合。该方案可有效提高生产建设项目水土保持现场核查信息采集工作效率,满足内外业实时数据互动、数据共享、历史数据统一管理等需求,实现监测和筛查疑似违建生产建设项目,辅助水土保持监督执法,提高监管效能和水平。
In order to meet the needs of soil and water conservation monitoring under the new situation and strengthen the informatization of regional soil and water conservation monitoring,according to the requirements of national informatization and actual business needs of soil and water conservation,and in combination with the requirements of relevant technical regulations,this paper puts forward a set of monitoring information collection and management solutions for soil and water conservation “space-Earth integration” of production and construction projects,and designs the corresponding soil and water conservation “space-earth integration” system in production and construction projects and supporting Field-assisted Mobile Terminal software by means of software engineering. The soil and water conservation “space-earth integration” system of production and construction projects mainly uses remote sensing image to carry out remote sensing dynamic monitoring on newly-added moved soil,so as to quickly and accurately obtain the spatial distribution of newly-added moved soil on a quarterly basis in the whole city;the mobile inspection system is based on location and navigation,ground observation and remote sensing monitoring,fills the only gap in the information construction of water and soil conservation supervision business,and realizes the closure of supervision business in the application system. The scheme can effectively improve the efficiency of on-site inspection information collection for water and soil conservation of production and construction projects,meet the needs of real-time data interaction,data sharing and unified management of historical data of internal and external industries,realize monitoring and screening of suspected illegal production and construction projects,assist the supervision and enforcement of soil and water conservation,and improve the efficiency and level of supervision.
