大学是一个文化组织 ,现代大学制度的建设不同于现代企业制度 ,它应体现大学组织的文化特性。现代大学制度建设的文化取向 ,在于对内营造良好的文化氛围 ,维护大学之所以为大学的优秀精神和传统 ;对外协调大学与社会的价值冲突 ,保障大学的文化地位。学术自由与大学自治 ,是大学制度文化取向的集中体现。

University is a cultural organization. Thus the construction of modern university institution, which is different from that of modern enterprises, should give expression to its cultural nature. The orientation of institution construction internally lies in the construction of favourable atmosphere for culture and in the maintenance of the excellent spirit and tradition, which help keep the essence of university. Externally, this orientation lies in the coordination of the value conflicts between university and society and in the protection to university's cultural status. Academic freedom and university autonomy are the centralized reflection of cultural orientation.
