面向国土空间规划的自然资源分类

Classification of natural resources for spatial planning

我国的自然资源规划管理工作长期以来一直由国土、林业、水利、农业、环保等不同部门分别进行,缺乏有效衔接,致使自然资源的界定不清晰、管理权责存在交叉重叠,到目前为止,尚未形成一套统一的自然资源分类标准,给国土空间规划和自然资源管理工作造成不小阻碍。本研究基于文献综述,明确自然资源的定义内涵,总结归纳现有研究中自然资源的分类体系,借鉴国外自然资源管理的成熟经验,有效衔接相关规划中自然资源管控的具体要求,依据“综合性、事权化和一级并列”的原则,构建面向国土空间规划的自然资源分类标准,为健全国土空间用途管制制度奠定基础,为实现自然资源统一管理提供支撑。

In China,natural resources have been managed by different departments for a long time.All these managements are independent of each other,which leads to the overlapand hinders in the process of spatial planning reform.So far no classification of natural resources has been formed.In this paper,firstly,we clarify theconnotationof natural resources fromliteratures.After summarizing theclassification of natural resources in current researches,drawing on the experience of foreign countries and meeting the requirements of planning management.The classification system of natural resources has beenproposed based on the principle of comprehensiveness,authority and importance,which can provide an effective supportto the spatial planning and natural resources management.
