当前中美贸易战出现的许多新变化,使中美经贸谈判面临很多现实困难,其中,中美双方缺乏达成经贸协议的共识是未来经贸谈判最大的困难,美方发动贸易战的政治逻辑则增加了中美经贸谈判的不确定性。因此,中方要积极应对中美贸易战,必须调整战略思路。在思想认识上,要正确认识中美贸易战的性质与影响,既要防止把中美贸易战扩大化,也要防止中美贸易战政治化;在舆论宣传上,要统一思想认识,要重点防止中美贸易战引发我国意识形态和社会公共民意的分裂;在经济发展上,既要化解中美贸易战带来的负面冲击,也要坚定不移地推动国内经济制度改革,释放制度改革的红利;在国际经济交往中,要坚定不移地扩大中国经贸"朋友圈";在全球治理中,既要参与以WTO为核心的全球贸易体系的改革,也要坚定不移地推动以"一带一路"倡议为基础的多边经贸体制建设,向世界各国提供更多全球公共产品。

Many new changes in the current Sino-US trade war have brought many practical difficulties to Sino-US economic and trade negotiations.Among them,the lack of consensus between China and the United States to reach an economic and trade agreement is the biggest difficulty in future economic and trade negotiations,and the political logic of the US to launch a trade war has increased the uncertainty of Sino-US economic and trade negotiations.Therefore,China must actively adjust to the Sino-US trade war and must adjust its strategic thinking.In terms of ideological understanding,we must correctly understand the nature and influence of Sino-US trade wars,not only to prevent the Sino-US trade war from expanding,but also the politicization.In public opinion propaganda,China must unify our thinking and understanding,focusing on preventing Sino-US trade wars from triggering the split of Chinese ideology and social public opinion.In terms of economic development,it is necessary to resolve the negative impact brought about by the Sino-US trade war,but also unswervingly promote the reform of the domestic economic system and unleash the dividents of institutional reforms.In the international economic exchanges,China must unswervingly expand the "friend circle" of economy and trade.In global governance,China must participate in the reform of the global trade system with the WTO as the core,and unswervingly promote the Belt and Road Initiative-based multilateral economic and trade system to provide more global public goods to countries around the world.
