This paper discusses the direction of transformation and development of survey&design institutes in transportation,construction and municipal industries from the aspects of external market changes,endogenous power of enterprises and national policy guidance.It deeply analyses the path of functional reform,such as business transformation,organization transformation and concept renewal,has planned the implementation steps,analyzed and expounded the organizational model and resource allocation paradigm of engineering company,and puts forward opinions and suggestions.
