丽江市湿地保护面临的问题及对策

Problems and Countermeasures of Wetland Conservation in Lijiang City

丽江市湿地资源丰富,多样的湿地类型孕育了丰富的湿地植被及野生动物,但现有湿地同时存在资源分布不均,生态服务功能显著、生态地位高,生态系统脆弱,水质差别大、受干扰程度高等特点;针对湿地保护面临的机构不健全、管理体制不完善,天然湿地减少、沼泽湿地退化,环境污染严重,亟待建立保护地,保护主体意识薄弱,资金投入不足等问题;提出加强湿地保护队伍建设、建立规范的管理体制,强化湿地修复、提高湿地保护率,制定保护发展规划、科学有序开展修复保护,加大执法管护、明确保护责任,加大资金投入,强化保护主体意识,加强科普宣传等湿地保护对策。

The wetland resources,wetland types and wetland vegetation and wildlife were rich and various in Lijiang City.However,the existing wetlands also had the characteristics of uneven resource distribution,significant ecological service function,high ecological status,fragile ecosystem,large difference of water quality and high degree of interference.To solve the problems of imperfect institutions and management system,reduction of natural wetlands,degradation of swamp and wetland,serious environmental pollution,insufficient protected area,weak awareness of conservation and deficient investment,this paper suggested to construct wetland conservation team,establish standardized management system,strengthen wetland restoration,improve conservation rate,make conservation and development plans,carry out restoration and protection scientifically and orderly,enhance law enforcement,clear conservation objectives,increase capital investment,raise protection awareness,and strengthen science popularization.
