摘要
新时代满足人民美好精神文化生活需求,就要加快解决公共文化服务的不平衡不充分发展问题。公共文化服务体系以实现公民文化权利和满足公民文化福利为双重逻辑起点,以实现公民文化权利均等化为价值追求。完善绩效评价是公共文化服务提高服务质量、提升服务效能的重要抓手和根本保障。在公共文化服务的绩效评价中要坚持工具理性和价值理性平衡的原则,实现公共文化服务绩效评价的结构转向主要体现在评价主体“公众本位”、评价指标“过程导向”和评价重心“获得导向”,让公共文化服务绩效评价发挥出“价值-工具”的双重效应。
In order to meet the people’s needs of a better spiritual and cultural life in the new era,it is necessary to speed up the solution of the problem of unbalanced and inadequate public cultural services.The public cultural service system takes the realization of citizen’s cultural rights and the satisfaction of citizens’cultural welfare as the double logical starting point,and the realization of equalization of civil cultural rights into value pursuit.Perfecting performance evaluation is an important grasping and fundamental guarantee for public cultural service to improve service quality and service efficiency.In the performance evaluation of public cultural services,we should adhere to the principle of instrument rationality and value rational balance,realizing the structure turn to the“public standard”of the evaluation subject,the“process orientation”of the evaluation indicator and the“gain orientation”of the evaluation center of gravity,letting the performance evaluation of public cultural service play the double effect of“value-tool”.
