摘要
[目的/意义]通过实证研究政府回应对公众认知偏差的影响,以为降低公共事件公众认知偏差提供经验证据和政策建议。[方法/过程]基于不同利益相关者视角,以中国大陆31个省份2008-2018年共341起公共事件为研究对象,构建政府回应对公众认知偏差影响的动态面板数据模型,运用系统GMM法开展实证研究。[结果/结论]话语性回应对公众认知偏差有显著正向影响,加重了公众认知偏差的程度;行动性回应对公众认知偏差有显著负向影响,降低了公众认知偏差的程度;制度性回应对公众认知偏差没有显著影响,与其回应周期较长密切相关。网民参与能够降低公众认知偏差的程度。首发媒体为网络媒体时会增加公众认知偏差的程度。研究从政府、媒体和网民视角为降低公众认知偏差提出了政策建议。
[Purpose/Significance]Research on the impact of government response on the displacement of public perceptions can provide empirical evidence and policy suggestions for reducing the displacement of public perceptions on public events.[Method/Process]From the perspectives of different stakeholders,a total of 341 public events in 31 provinces in China mainland from 2008 to 2018,were taken as the research objects to construct the dynamic panel data model,which is about the impact of government response on the displacement of public perceptions.Then an empirical study is conducted by using systematic GMM.[Result/Conclusion]The results show that:discursive response has positive significant impact on the displacement of public perceptions,aggravating the displacement of public perceptions;action response has negative significant impact on the displacement of public perceptions,reducing the displacement of public perceptions;institutional response has no significant impact on the displacement of public perceptions,which is closely related to the long response period.Internet users'participation can reduce the displacement of public perceptions.Network Media as the first media will increase the displacement of public perceptions.From the perspectives of government,media and Internet users,we give the policy suggestions to reduce the displacement of public perceptions.
