民爆生产企业双重预防体系建设探讨

Discussion on the Construction of Double Prevention System for Civil Explosive Production Enterprises

民爆行业是高危行业,安全是其永恒主题,但近年来,民爆生产安全事故时有发生。为促进民用爆炸行业安全发展、高质量发展,民爆生产企业陆续建立了双重预防体系管理制度。笔者在回顾了双重预防体系建设背景基础上,讨论了民爆生产企业建立双重预防体系必要性,提出了进一步完善民爆生产企业双重预防体系建设建议。

The civil explosion industry is a high-risk industry,and safety is its eternal theme.However,in recent years,civil explosion production safety accidents have occurred.In order to promote the safe development and high-quality development of the civil explosive industry,civil explosive production enterprises have successively established a dual prevention system management system.This paper reviews the background of the construction of the dual prevention system.On this basis,it discusses the necessity of establishing a dual prevention system for civil explosive production enterprises,and puts forward suggestions for further improving the construction of the dual prevention system for civil explosive production enterprises.
