养老服务业发展中政府责任的理论剖析与路径优化

Theory Analysis of the Government Responsibility in Developing Pension Service Industry and the Path Optimization

根据公共物品的供给逻辑,养老服务的全过程可以分为服务的顶层设计、生产、供应和监管四个环节,政府在各个环节中应相应地承担不同的责任。当前,我国养老服务业顶层设计不完善,相关政策难以落实;养老服务生产存在结构失衡,供需矛盾突出;养老服务供应的专业化程度不足,服务内容较为单一;养老服务监管体系沟通不畅,监管作用难以激发。对养老服务业发展中的政府责任的理论重构,需要政府做养老服务设计监管的大政府和生产供应的小政府。

According to the supply logic of public goods,the whole process of pension service can be divided into four links:toplevel design,production,supply and supervision.The government should take different responsibilities in each link.At present,the top-level design of China's pension service industry is not perfect and relevant policies are difficult to implement.There is structural imbalance in the production of pension services and the contradiction between supply and demand is prominent.The degree of specialization of pension service supply is insufficient and the service content is relatively single.The communication between pension service supervision systems is not smooth and the role of supervision is difficult to take effect.In order to reconstruct the theory of government responsibility in the development of pension service industry,it is necessary for the government to do as a big government in pension service design supervision and a small government in production and supply.
