摘要
文章基于数据包络分析框架,采用曼奎斯特生产率指数测度黄河流域绿色全要素生产率,从全国整体、区域比较、流域内部视角考察黄河流域绿色全要素生产率增长的空间格局,并采用传统核密度和随机核估计方法揭示其演进趋势和分布动态特征。研究发现,黄河流域绿色全要素生产率呈“低增长”与“不平衡”的双重特征,其绿色全要素生产率低于全国平均水平,且流域内部大多数省份的绿色全要素生产率呈负增长,技术效率恶化成为掣肘因素,高质量发展形势严峻。在分布演变上,黄河流域绿色全要素生产率呈现以黄河中下游为重心的“东北—西南”分布格局,分布形态由多极化向单极化演进,分布动态流动性低、持久性强。在黄河流域生态保护和高质量发展战略实施进程中,应以区域命运共同体理念为引领,走出一条绿色全要素生产率“在提升中协调,在协调中提升”的高质量发展之路。
Based on Data Envelopment Analysis(DEA)framework,Malmquist index under MinDS model is used to measure green total factor productivity in the Yellow River Basin.The paper explores the spatial pattern of green total factor productivity growth in the Yellow River Basin,and investigates its spatial clustering and location distribution characteristics by the standard deviation ellipse technique.It finds that the green total factor productivity in the Yellow River Basin is characterized by“low quality”and“imbalance”,and the growth rate is lower than the national average.The green total factor productivity in most provinces in the basin shows negative growth,the deterioration of technical efficiency has become a constraint factor,and the situation of high-quality economic development is grim.The growth of green total factor productivity in the Yellow River Basin presents a northeast-southwest distribution pattern with the middle and lower reaches of the Yellow River as the center of gravity.The distribution pattern evolves from multiple peaks to single polarization,and the distribution dynamics show low liquidity and strong persistence.Therefore,in the process of implementing the strategy of ecological protection and high-quality development in the Yellow River Basin,we should take the notion of regional community with a shared future as the guide,and develop high-quality and green total factor productivity,which is“coordinated in the growth and grew in the coordination”.
