公众参与在中国城市规划中的实践探索——基于CNKI/CSSCI文献的分析

Public Participation in Urban Planning in China: An Analysis of Literature in CNKI/CSSCI

公众参与是建构我国规划管理审批制度的重要理念,是实现城市规划管理决策科学化、民主化的必由途径。因此,有必要对公众参与在我国的实践及其发展进行回顾,以探究其在中国制度环境下是否发生转译、改变以及是如何重新建构的。文章以CNKI信息检索平台上的239篇文献为基础,从文献发布的时间节点、研究者学缘结构、主要研究内容、研究视角、研究方法等维度出发,分析了我国城市规划中公众参与研究的现状。通过系统地回顾30年来公众参与在我国城市规划研究中的主要进展和讨论焦点,提出未来研究应重点关注公众参与的内涵演变以及组织结构变化,要从管理决策角度对公众参与行为重新思考,强化社区组织在公众参与中的基础性地位。

"Public participation" is an important ideology to construct the examination and approval system of planning and management in China, and it is the only way that should be passed in realizing the scientific and democratic decision-making of urban planning and management. Therefore, it is necessary to review the practice and development of public participation in China in order to understand whether it has been properly translated, changed, and reconstructed in the context of China’s cultural and institutional environment. Based on the 239 documents obtained from the CNKI information retrieval platform, this paper analyzes the current status of research of public participation in urban planning in China from the time the document was released, the researcher’s academic structure, the main research content, the research perspective, and the research methods. Based on a systematic review of the main progress and the focus of discussion of "public participation" in the research ofurban planning in China in the past 30 years, this paper proposes that future research should focus on the evolution of the connotation and organizational structure of public participation, rethink the public participation behavior from the perspective of management decision-making, and strengthen the basic status of community organizations in public participation.
