互联网对我国公共政策制定的影响与提升路径

The Influence of Internet on China's Public Policy Making and its Improvement Path

随着互联网通讯技术的迅猛发展,网络已成为公民与政府交流的重要平台,“网络问政”日益成为我国公共政策制定的重要途径。通过系统梳理文献发现,互联网对我国公共政策制定的影响主要集中在:一是互联网属性对公共政策制定的影响;二是互联网运用对公共政策制定主体的影响。在此基础之上,本文提出互联网背景下公共政策制定的提升路径:积极引入“互联网+”理念,加快“数字(信息)鸿沟”的处理,加强网络环境制度化规范化建设,增加政府专职公共政策人员以强化组织建设。

With the rapid development of Internet communication technology,the network has become an important platform for communication between citizens and government,and"network politics"has increasingly become an important way for China's public policy making.Through systematic literature review,it is found that the influence of Internet on China's public policy making mainly focuses on:firstly,the influence of Internet attributes on public policy making,secondly is the impact of Internet use on the main body of public policy making.On this basis,this paper puts forward the public policy making ascension path under the background of Internet as follows:actively introducing the concept of"Internet+",speeding up the"digital gap(information)processing,strengthening the standardization construction of network environment institutionalization,increasing government full-time personnel to strengthen the organization construction of public policy.
